The Centre has set up a Defence Planning Committee (DPC) chaired by National Security Advisor (NSA)

About the Committee

This new institutional mechanism, set up as a permanent body, is intended to “facilitate a comprehensive and integrated planning for defence matters”

Composition

Chairman Chiefs of the Staff Committee (COSC), service chiefs, Defence Secretary, Foreign Secretary and Secretary (expenditure) in the Finance Ministry.

Structure

It will operate through four subcommittees-

i)Policy and Strategy

ii)Defence Diplomacy

iii)Planning And Capability Development

iv)Defence Manufacturing

Functions

i)It will undertake external security risk assessment and define national defence and security priorities. It will formulate national military strategy, draft national security strategy and strategic defence review.

 

ii)It will identify means and ways across ministries, obtain Cabinet Committee on Security (CCS) approval for capability development plan and provide guidance for budgetary support.

 

iii)The DPC will also prepare a roadmap to build defence manufacturing ecosystem, strategy to boost defence exports.

 

iv)It will submit all its reports to the Defence Minister.
