Counter-terror drill planned in Russia

Why in News?

In a first, India and Pakistan will be part of a multi-nation counter-terror exercise in Russia in September.

Peace Mission

it is the counter-terror military exercise that will be conducted in the Ural Mountains of Russia and will take place under the framework of the Shanghai Cooperation Organisation.

India feels that as an SCO member, it will be able to play a major role in addressing the threat of terrorism in the region. It is also keen on deepening its security-related cooperation with the SCO and its Regional Anti-Terrorism Structure (RATS), which specifically deals with issues relating to security and defence.

Shanghai Cooperation Organisation

The SCO was founded at a summit in Shanghai in 2001 by the Presidents of Russia, China, Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan. India and Pakistan were admitted as observers of the grouping in 2005. Both the countries were admitted as full members of the bloc in 2017.

SCO’s main objective is military cooperation between the members. It also works towards intelligence-sharing, counter-terrorism operations in Central Asia.

The Heads of State Council (HSC) is the supreme decision-making body in the SCO. It meets once a year and adopts decisions and guidelines on all important matters of the organisation.

The organisation has two permanent bodies — the SCO Secretariat based in Beijing and the Executive Committee of the Regional Anti-Terrorist Structure (RATS) based in Tashkent.
